that has always happened and will always happen. not everyone has the ability to calculate actual win odds or project the development of meta. people that are modded generally don't have that skill set. its not the people in charge that are to blame so much as the idea that preempting disaster is a good idea. it often lends to manufacturing disasters before they happen.
